Probably technically no, as there is a net over the powder to help with even distribution of the powder. But I refilled it. It just required some patience, and tenacity. I poured my chosen powder over it and then took the blunt end of a makeup brush and ran it around in circles with some pressure. It stretches the net a little allowing the powder into the recess for the powder, and also grinds it down in there as well. Go slow and with small amounts of product at once. Or you'll end up like the first time I tried it and had powder everywhere. I have it down to a science now. Still probably good to do over a piece of paper so you can pour any spillage back in and not waste product. Hope that helps! If there's an ACTual way to refill it, I'd love someone to answer too! But that's the only way I figured out how.
