Are these waist level?

As in the photo, they hit below the belly button. (As I've gotten older and put on weight, my "waist" keeps moving upward...!)

No, they do not have silicon around the leg openings. They will ride up if they are tight. Order one size larger to prevent this.

Do these work like a girdle or control top pantyhose to hold your hips in?

More like a control top but I'd never buy them again. The thigh area rolled right up into my crotch, making it extremely uncomfortable to walk, at least if you're wearing them with skirts which is why I bought them. They didn't stay down at all. Maybe the longer ones work better but not these shorts.
