If no tools are required, How does one attach it to the bumper?

I’m not sure where the “No tools are required” came from, I’m not doubting that it’s not somewhere in the advertisement, but there are definitely 2 wrench’s required.

if the hitch was welded to the under portion of the bumper, what would the tow capacity be?

It would depend on the quality of the bumper to which it was welded. If your planning to weld to the standard RV bumper, then I would not tow anything using this attachment or any other for that matter. My RV bumper crimped even before I reached the torque recommended by the manufacturer.

Could I pull a trailer with this

The hitch is strong enough to pull a trailer (2000 lbs or less) but the problem is the flimsy RV bumper. I do not recommend mounting this in the standard factory installed RV bumper. Instead, spend the money to buy a quality bumper most of which can be bought with a heavy duty hitch built into the bumper.
