Does this item include a stabilizer or some sort of stabilization, to allow for smooth transitions/movement?

There is no stabilizer, it is just a smooth moving head that has tension adjustments to fine tune the movements. A non-fluid head will feel like it grabs a bit when panning or tilting resulting in jerky movements. A fluid head is supposed to greatly minimize or eliminate that type of movement.

Is there a way to loosen the pan? Too tight

The screws for both pan and tilt are locking screws. They will anchor the pan and tilt in place. When you loosen them it just unlocks. You cannot adjust the amount of tension or friction.

I want the handle of the left side however I do not want to lose the downward tilt. Is the full vertical tilt limited by the head or the handle?

The tilt limitation is from +90 (pointing the camera up) to -55 (pointing the camera down) degrees with the handle on the LEFT. With the handle on the RIGHT, the tilt limitation is +55 (pointing the camera up) and to -90(pointing the camera down) degrees.

Will this accommodate a 200PL-14 quick release?

I assume you mean a Manfrotto 200PL-14, since you don't mention the manufacturer. Manfrotto says the width of the plate is 1.65 inches. This almost exactly the full open width of this fluid head so there is a good chance it won't fit. I would not take the chance.
