I plan to stick it on a flat surface on my e-bike, will the adhesive stay strong overtime?

Not sure what time span you are thinking of, but I've had one on my e-bike for several months and it remains securely fastened. I ride every day, often on fairly bumpy surfaces like brick streets, and it shows no sign of coming detached.

What is the size (diameter) of the case?

Roughly about 1 3/4 inches at widest part. Hard to measure after mounted.

Does it stick to fabrics, such linings of luggage?

It sticks to hard smooth surfaces quite well with the 3M that comes with it. It might stick to fabric for a while, but don’t think it’d stay adhered for long.

Is there suppose to be a silicone membrane as pictured that comes with the set? I don't see them in the packaging.

as the second picture shows, there is no need anymore for the silicone membrane because now it has an o-ring making it waterproof.
