Is this tea decafinated

No, it has about a third of the amount of caffeine you would find in a cup of coffee (about 25 mg.).  I like its gentle, sustained lift.  I feel alert, not wired. It has a short brewing time of about 30 sec. so you might not be getting the full amount of caffeine anyway (the longer the tea brews, the higher the caffeine content).

Question 2

I bought this product, but I am confused on why the instructions say to pour the remaining matcha into the tea, I am drinking the leaves is this right

Leaves take 30 to 60 seconds to make green tea at 60 degree C. Matcha can make green tea without waiting any second.When you pull out the tea bag from the plastic bag, a small amount of matcha powder is remaining in the bottom corner of the bag. I think the match amount in this tea bag is too small.  Also the tea does not have a real deep green tea taste  which I can get from leaf teas purchased in Japan by my self. Any way I hope Ito En would improve taste of this tea.

What are the tea bags made of?

Looks like it is nylon. It is sealed with heat so no plastic issues that I can see. I also read the article about tea bags. By the way this item is back in Costco at about 25% less.

Question 4

How many ounces of water are these bags made for? It is 4oz? 6oz? 8oz? And the powder floats to the bottom. Do you swish it around and drink it?

I use a normal american sized coffee cup, microwave water for 1:45 to 2 minutes approximately 10 oz, then add tea bag.  Once you get use to the flavor you may want to use 2 teabags for this much water.   Yes you should swish and drink.  My Asian nail tech recommended these.  She gets them at Costco, but I don't live near a Costco.  I use these for on the go. I carry them in my purse for use when eating out or at a friends house.  At home I use loose leaf green tea leaves that I purchase at Teavana.com (I'm probably paying too much here but it's worth it to me).
