How is this different from a bottle of 3% h2o2 you can buy at the drug store?

This actually is quite different, believe it or not.  The way this solution is prepared results in what's referred to as "improved hydrogen peroxide" (or sometimes called "activated" or "accelerated" hydrogen peroxide.)  Improved hydrogen peroxide was developed specifically for the health care field to be able to sanitize surfaces that cannot tolerate bleach using a low concentration of hydrogen peroxide--in order to sanitize surfaces using traditional hydrogen peroxide would require a much higher concentration, making it too corrosive for most surfaces to be practical.  It's basically hydrogen peroxide that is in a solution with one or more "activator" surfactants--I believe Clorox uses benzyl alcohol.  The benzyl alcohol changes the pH of the solution slightly, in addition to reacting with the H2O2 to stabilize it to 1.4% in solution.  When in use, the improved H2O2 is able to disinfect and sanitize surfaces much faster than standard the H2O2, partially due to increased reaction speed and partially due to surfactant(s) in the solution that help the H2O2 reach the pathogens.  It's really misleading, because the "other ingredients" (not listed on the package) are actually what gives the "active ingredient" (hydrogen peroxide) the ability to sanitize surfaces at this low concentration.  The 3.0% brown bottle H2O2 (hydrogen peroxide) from the drug store is just hydrogen peroxide and water.  It does have some disinfectant properties, but, even at full strength, it is not going to be able to sanitize surfaces (especially soft surfaces) like this product can at just 1.4% H2O2.  Please don’t use regular H2O2 and expect it to be effective against everything on this product’s label—it will not work!

What are the 98.6% "other ingredients"?  shame on clorox that it doesn't disclose the "other ingredients" which are actually the majority?

I wanted to use this for disinfecting the walls of my spa, but since they won't disclose the "other ingredients" I won't be purchasing it because I don't know how the "other ingredients" will interact with my spa's water chemistry.

Does this work for sanitizing for C Diff

Nope. You generally need something chlorine based for C. Diff. This is peroxide based and won't work any better than soap and water.

Can you use this on quartz serfaces?

I have used it on porcelain with no problems but not quartz. I will say it is very mild and not harsh as it safe to spray on fabric
