Can this be used on spandex? Leggings?

No i bought this thinking it was heat transfer vinyl and IT IS NOT!!! once you open the package on the inside it states not for fabric.. it's too late for me to return but just an FYI don't buy it thinking it's heat transfer vinyl..

With the black, do I put shiny side face down on mat?

Yes. Sometimes it is hard to tell so I pull up a tiny bit on the corner to make sure I am cutting the vinyl and not the plastic.
