This back and forth went on for a couple weeks until one day he said it was probably the AC Adapter and he was going to FedEx me another new battery AND(!) an AC Adapter. Unfortunately this still not solve the problem and I concluded the issue was more likely to be on the motherboard. Considering the age of the laptop, replacing that would probably cost more than a new laptop so I accepted defeat. I tried to arrange sending the new battery and AC Adapter back to the company but Joe would have none of it.
