Are these 100% waterproof?

They aren't made for drenched things like soaked swimsuits etc... they are made for cloth diapers that are damp from urine. I have 4 and have never dealt with a leaking problem yet. Be sure to not wash or dry them with softener. Softener causes buildup and leakage. I hope this helps!

Would these function by themselves as diaper bags, or do you put these two bags inside another bag?

They could definitely be a quick on the go bag that you would stash in your car but they aren't big. But to stash a clean diaper, Baggie of wipes and change of clothes in there would be brilliant because we have all had that blowout or leaky diaper and this would be an all inclusive answer for what you would need fix that problem. With all of this being said, when I used them for cloth diapers, I used them IN the diaper bag. Now I have a new set that I use for pump parts :)

Has anyone tried washing these wet bags? Ours have started to smell.

I have a similar bag, and I pull the wet section out, which helps to make sure it gets completely clean. Before I started doing that I had problems with smell too.

I will be using this to store my son’s cloth diapers while at daycare. How does it do with keeping the smell in?

We use ours at daycare and have no problems with smell. I send a new wetbag everyday and wash them after 3 or 4 days.
