Can you just put this in their water bowl? (As opposed to administering it orally every day?)

I wouldn't because there's a recommended dosage daily and to put it in a water bowl defeats the purpose since they're not going to lap it up in one day . However if it's a problem, then maybe a much smaller water bowl for one ...two, each day throw the water out ( should be fresh everyday anyway ) and put it in. Better than nothing ~ ♡ :)

I am concerned, this product is frothy and the tube is covered in black. Is this supposed to be this way? Thanks.

The substance that you are seeing on your dropper is a plant-based particulate that is very normal for herbal supplements. The amount of particulate that occurs while the products are made can vary, and during the filtration process it may end up in some of the bottles. It is safe to consume. If it obstructs the dropper please feel free to wipe it away, or rinse it out with warm water.
