can these be properly stacked when unfolded and when handle is in resting position? I am looking to stack in a deep freezer.

They definitely stack when collapsed. When fully open, they mostly stack, if the handles are folded in. However, I wouldn't put anything too heavy in them in this fashion, as they are build to collapse. I don't think the ones on the bottom would support the ones on the top if they were loaded with heavy items.

Do they fit hanging files?

No they don’t, just tried to see with a file folder.

Where are these made?

2 gal of milk is about 19lbs the rating is 21 lbs so yes that is close to the limit. The dimensions and volume are clearly stated so not sure why you were surprised.
