I glued it to wood with Gorilla Glue. Worked well.

can this be used outside and glued to another rubber surface?

This can certainly be used outside, I used most of it on the bottom of my gates to fill in the gap. So that was gorilla glued to wood. I also glued it to the edges of artificial grass to make a doormat, the bottom of the grass is rubber. In short I would assume the answer would be yes
