Can developer be used alone or does it have to be combined with bleach or toner?

It has to be combined with a toner which is the color of your choice, otherwise your hair will just be bleached. The developer acts as a bleach. I also add a little coconut oil or castor oil to help minimize damage to hair.

Why does the price on this keep getting raised??
