Is this good for 7 year old

I think so just get different characters because they have so many to choose from . the one I got is for three year old so the puppy plays like wheels on the bus go round and round nursery rhyme type songs and then I added like paw patrol a nap time one but they have some bigger characters that tell the story so maybe get the age-appropriate characters it should be good. It is a neat little item . Hope this helps.

If I get the starter set do I have to purchase another specific figure to record my own story

You would need a Creative-Tonie in order to record and upload your own content to play through the Toniebox.
