Is it easy to program alarm clock?

It is easy to set both the time and the alarm clock. There is one clock time and one alarm time (which I think is a plus!). The time can be advanced forward or backward at a very good pace.

Can this unit mask noisy barking dogs?

It can turn up pretty loud so yes but then it would be an annoyance as well. I have one to help mask the neighbors dogs and it has always helped.
