I noticed between the old blue bottle and this one the inactive ingredients are in a different order. Is the formula differently proportioned now?

Ingredients are generally listed from most predominant to least predominant. It appears that they replaced most of the Aloe Vera in the product with water, according to the ingredient labels on the old and new formulation.

Does the product foam up?

the spray seems to foam just a little bit -- imho any foaming is not an issue i often use hydrogen peroxide [it foams !! ]- very good antiseptic , follow up with 91% alcohol, benzoyl peroxide or antibiotic ointment -- always apply a bandage to keep dirt out too bad that classic tincture of merthiolate is no longer sold - there is something on the market today with same name, but it is NOT the merthiolate we used from my childhood in 1950s until a few years ago
