Does it have to be filled with helium ?

Helium is not needed. Get a ballon pump machine and should be able to get the 100 plus ballons filled in a jiffy

in the description the biggest balloon is only 12" but in picture there are bigger balloons (24 inch i think)?

Very lovely set. Looks amazing when completely assembled. Pastel colours have its own grace. Although I would have loved to have more golden balloons, but set as it is was also very beautiful.
