Does this charger protect against over charging?

Yes, this is an automatic charger so it will stop charging when the batteries are full. If the charger is left plugged in after charging is complete (all LEDs on) the charger goes into maintenance mode to keep batteries charged while in storage. The charger continuously measures battery voltage and restarts the charging cycle if the battery voltage drops below about 25V. This keeps batteries charged while in storage but does not boil-out the electrolyte over time.

When I plug in my charger, no lights come on. Is it something wrong with the charger or am I doing something wrong?

make sure the screw on the charger unit where the plug goes is loose and then insert the cord and tighten after fully inserted.

What are the black and white wires for. Ac interlock

Some machines come from the factory set up not to operate when the charger is plugged in. Your old charger would have similar wires out the back that connected to the machine to shut it down. If your lift does not have that feature, you may just leave those wires be. Thank you!

Will this charger replace the charger in a Genie tmz34/19 lift?

It looks like your Genie charger part number would be 66412GT or Lester Number 19740-9JS. This charger (105739)(161827) should work just fine for you as long as it fits. (L-6.34", W-7.10", H-6.50"). The original charger is 24V 25A and this charger is 24V 19A so you may see a little longer charge times.
