Yep, you can lay the inner pink bag on the ground and do your business into it.

Do these need a bucket or folding stand for pooping or do they stay open without? For backpacking I'd rather not carry a folding stand if not needed.

Is this biodegradable?

I doubt it very much. Your waste is double bagged, with the outer one metallic and sealed to keep in the odor.
