Does thee adapter have a open flow or closed flow valve. IE does air constantly flow through the adapter or stop when not connected?

This is Open Flow. There is really no valve inside, but just a bump that depresses your Schrader valve when attached to your valve stem. If not connected to your tire, air will continue to flow.

Will this fit on the milwaukee m18 tire inflator’s chuck?

i would not recommend this product! But it did fit my Milwaukee inflator FWIW
