Do these make a difference if you are in a big apartment building and you just plug them into walls in your apartment?

Is it ok to plug this into a ups battery backup? one with both surge protected and battery protected outlets.

The manufacturer brochure that came with mine said not to plug the filter into the same outlet as anything that has its own power supply, or that charges devices or batteries

I have a Trifield TF2 meter, will this work to measure the before and after?
