I was recomended to purchase cat6a for new network can the drain / ground wire just be connected at one end as the router socket / ip cameras plastic

Firstly, use CAT6a plugs at both ends. The drain wire is earthed at the switch. If it does not earth the camera, this is not a huge disadvantage, but it all depends on the length of the cable and if it passes close to any sources of interference such as electrical wiring. Nothing is perfect and you will have to experiment.
