Can you run air through it to clean out a lint hose from a dryer?

You can run anything through it. But lint tends to accumulate on the walls of the line to be cleaned. A lint cleaner with a brush will do a much better job that blowing air. The air may also puncture the flexible lines

What size of lines can i do with this set up? And is my power washer too strong? Its 4400 psi

I this one in particular is only suited for drain pipes and or cleanouts (I tried running through shower outlet) My PW is 3200. I think you'd be fine with 4400 but use plumbing tape included to help seal the connection. I think the psi max is listed in the description. Id recommended going through roof vents if possible. I live in Florida in a house w old cast iron pipes falling apart in the slab :( so I have a big root problem.. more than I could have ever Imagined. I wish I had known about this before I purchased a new heavy duty snake that likely did more harm to my pipes. Its actually fun to do and so satisfying to see those drains steady flow clean water! *I put dye in the toilet to be able to see better

can the jetter be used on a rubber hose?

What do you mean rubber hose? If you mean garden hose, I would say no. The nozzles fit power washer hoses which are a certain size.
