Does the chuck bore hole go through as stated in the 550w lathe and what size?

Yes it does but the chuck hole is vary small

I have a 3/8 and 1/4 cutter without shimming and the cutters end up below the center of the piece is there a way to fix this without shimming?

Nope had the same problem. Need to order a tool holder to get it up and center. I don't like using the shims either.
