do this really straighten the hammer toe?...has anyone seen some improvement?

I did two things: I reduced the thickness of the nail on the hammertoe and I wore this appliance. At first, the toe seemed to be less painful and by the second day it was definitely less painful. Now the pain is virtually gone and I don’t wear the appliance anymore. Yes, i do believe it has straightened two toes enough to look pretty normal. I would recommend getting this and using it. I think you will be glad you did.

Does it fit the big toe?

I've only used it on the toe next to the big toe. I don't think It would fit on the big toe. It provides minor relief while wearing it, but after 8-10 weeks the only time the toe is straighter and not as painful is when brace is on. I also have found that I, more quickly then before, get a callous near the ball of my foot, not sure if its related to the pad. Good luck!

Should the elastic be cut after adjusting for fit, and how much should be left on under the splint?

I didn't cut mine yet but when I do I'll adjust it first then leave enough to adjust when I have to.

Can this be used for non displaced fracture

I'm no doctor. I'll describe, you decide. The elastic that goes around the toe us adjusted each time to make it tight enough that the toe lays flat. It does nothing for sideway alignment. I wear it for about 2 hours, not all day as you would need to do with a fracture. Also, I would need bigger, looser shoes to be able to wear it with shoes. Good luck.
