Does this float on the water or sink to the bottom of the tank?

These flakes will float on the water.

I ordered a 3.53oz package and received a 0.42oz package. "Sale final", no return. I need a replacement or refund. I cannot find a link to help?

Go to Amazon and sign in. Than go to my orders. When you find this order there's a link to return. Or at least should have. They will ask why, you answer product is not as description. Than they ask if you want refund or replacement. I would pick refund. Hope you get it.
