Would these fit on pokémon cards?

No. These DO NOT fit Pokemon cards. I bought them for that purpose without checking the measurement of a card, and they are too small. Pokemon cards are 2.5*3.5 inches, these sleeves are 2.4*3.4 inches. That .1 makes a difference

Would these work to keep (paper) insurance cards safe, or would it damage them?

These really aren’t for protective purposes, especially for something like paper insurance cards. They wouldn’t damage them but they wouldn’t really keep them safe from being bent. I would suggest getting the harder plastic toploaders for trading cards.
