What are the dimentions of this track?

The rail is 5" wide. The slots are 1" apart. They are 1" wide, but curve inward, giving a clearance of 1/2". The slots are 2.5" long. The holes on the sides are about 1 3/4" apart - 2" from middle to middle.

Does the bag of tie downs in the photos come with the track. ?

No it does not include the bag. It can be purchased separately.

What is the safe Working Load Limit at each fitting attach point for these?
