Is this allowed on EVA air as personal under seat bag?

Check with the Airline. I bought this for Jet2 as the size is stated for their under seat space. The bag is lightweight, well designed, personal item security conscious and I consider it to be good value for money. Hope this helps.

It is well padded, but not enough to risk expensive equipment in it. Such equipment should really be in a specialised bag.

Is it ok for Vuelling under seat?

Sorry but I don’t know. I bought this for a Wizz Air flight, it fits their under seat sizing exactly. Although it sounds very small I found it compact but it had handy pockets for documents, held more than I had thought. The bag is quite strong, it fitted well and firmly onto a medium size case handle which was great for keeping hands free when travelling. May be best to check the airline size requirements. Hope that this helps.
