Does this product work on shrubs?

It may... that would depend on the shrub and its color. Stressed grass is very light tan, and is porous, so it will dye green. Other plants if similar will too. I do not think anything that turns dark brown or has waxy leaves that it would be successful to get it to take the dye very well.

Does this product also work on dead or brown foliage?

yes, it just covers the yellow grass to make it green temporarily until the rain washes it off. If it's dead grass it'll just cover it, but won't regrow new grass. You'll have to reseed it.
