Can I use this to cap a storm drain in my sump pit to keep gasses and water coming back into house due to flooded storm sewer on the street?

That's a complex question. Yes it could cap the storm drain but could lead to other water problems within your house. That storm drain leads to your sump for a reason. Likely to prevent water from coming up in other parts of your basement and keep water from building up underneath your house. Your sump should always push water back out to the street from your house. Call your local sewer company.

What is the dimension before and after it expands? Im trying to plug a garbage disposal sink drain. The hole is 3.25 inches.

Mine was barely over 3" which is what I wanted to plug. I believe you need to find another plug that is designated 3.25".

I need to temporarily block a air intake line it’s 3 1/2 inside the elbow exit. There’s no pressure involved. Will this work ?

This won’t work for 3 1/2”. It won’t expand that much when you compress it.

Will this plug inside a toilet during flash flooding to prevent back flowing?

No. The seal would not be good enough. You may be able to remove the toilet and use this to to plug the toilet flange.
