Though I don't know, I instinctively all this stuff is made in China. The high end brushes are often made i England or France, but those products are distinctively higher in price

Some people say they are, but it's really just that the black one is for black polish.

Yes. They serve the same purpose. For my hands the brush you are considering fits better in my hand and allows for longer sweeps brushing down excess polish to the initial shine stage. I finish with a slight spritz of water, and a cloth buff.
