Can you use it on a door with a threshold?

The plate is thin enough that it fits under the door and over the threshold. About the thickness of a half dollar.

It has been returned, but it has been 3 weeks and I have not received a refund, when will I get a refund?

No won't work for swinging out doors

Does it work on carpet

Sorry, this doorstop won't work on carpet.

Does this work on outward swinging doors?

If your doors swing out not into the room. It's won't work. I mean it will work but will be useless. since you are trying to block someone coming into your room. Works for doors swinging into any room. Not swinging outward out of a room.
