I'm normally a size small but measure about 39in around the bust area. Will a medium fit me . . . or maybe a large?

It runs big. I have a 38" bust and got the large. I really wish I would have ordered the medium. Honestly, if you usually wear a small jacket, maybe you should stick with a small in this one. I usually order a large and it is big and borderline sloppy.

No unfortunately it is made in China. However, it is a really nice lightweight jacket. It runs a little large. If you are in between sizes, then size down. It will be more flattering. It is not form fitting like the picture shows. I still like it; just wish I would have ordered a medium rather than the large.
