how wide are the bunk boards themselves? I need to set them flat with the outside edges no more than 13.5" apart. Will that be possible?

I have 2 of this’s jetsky stands and i hold a yamaha gp1800. 2018 and a seadoo xp800 1996 very tough. And i also some time i use the gp1800 stand to hold my brother jetsky its a 2019 rxpt x the bigger jetsky from seadoo! So you cand hold up you jetsky! I hope help you!

Will this be a good selection for an old 13 foot whaler?

I am not sure about that but the runners are adjustable for different shaped hulls. I believe my waverunners are around 10 feet long so it might work. Also, it is rated for 1000 pound capacity.

What is the steel? Will it rust?

The frame is coated light metal. Mine has no rust but it’s inside most time. I would say it wouldn’t rust if left outside full time but the bolts may.
