Does it prevent the tank from freezing during winter?

Propane freezes at minus 306 degrees Fahrenheit. Don't worry.

Does it cover the bottom so it doesnt rust my pavers? only reason i you'd want a cover imo. crazy if it doesnt

It does not. My tank is raised on a tank holder so rusting is not an issue and the cover reaches the ground for full coverage.

does Mr. Heater fit on top with out taking the cover off?

Yes. The cover is open at the top and bottom. It has a drawstring that tightens up on both ends.

Is it okay to use on a travel trailer with no problem of blowing off?

I have had two of these on my travel trailer for over a year. These protect the tank and are well constructed. However, mine are currently a grey color as they fade quickly in the sun.
