Yes, you should be able to make tinctures no problem. Just know you will need to use flower unless you want to get into using emulsifiers. Also, Glycerine tends to not extract quite as well as alcohol or MCT oil. Hope this helps.

I would not purchase because it does not come with a tamper proof seal.
