Is this self Tapping?

No it is not self tapping. Just the standard threads.

Is there different sizes the M12×1.5 is to small for my 2009 kawasaki klr650

It should fit your 2009. It could be possible your drain plug hole was drilled and tapped for a bigger size. Someone may have stripped the threads out previously.
