Does this cartridge dry out?

I have not had any dry out. I suggest that you take the cartridge out and gently shake it back and forth as directions say for a new cartridge. Put it back inside the printer and print. Even with cartridges that are saying low on ink, shake it and put it back in the printer. It will extend the time of use.

How can I determine the expiration date of this?

Yes. Follow the directions. Pull it out all the way.

Does this require connection with hp smartapp? i own an hp m110we

Hello it depends on your model but most of them do now require the app. I would not suggest this toner cartridge however. Mine did not do well.
