Can they be submerged to anchor a raft?

Yes, I believe that would work if there is minimal wind, just fill with simple river rock for added weight.

Could you use these on a swing set?

I would say yes. We recently had our tv on a stand outside and used them to anchor the stand and worked perfectly. This was a good buy.

How many pounds of sand for each bag?

20lbs of sand X4 for a total of 80 lbs of sand I bought Two 50 lb bags of sand probably could of put almost all in the 4 bags
