Can i use this oil on my 2012 mitsubishi galant es which has 100000 miles on it?

Assuming the viscosity is correct, absolutely. The engine will love it. I have used it on cars with well over 300,000 miles on them. What killed the cars was body rust!!!

I see no reason you can't store oil in a closed container forever (well, you know, at least your lifetime!) If it is open (not capped) and in a wet environment, then you could get some water condensation in it. Water is heavier than oil, so would sink to the bottom. Even if you introduce a small amount of moisture along with oil into your engine, the first time you drive it for 15-20 miles, the water should boil off. The possibility of water condensation (in engine) is one of the reasons that manufacturers recommend more frequent oil changes for vehicles that are rarely driven more than 5/10 miles... So: Store it, use it when you need it and don't worry about it!

How does this oil (0w-40) work in an environment of 38 degrees celcius? in venezuela, south america

It should work fine because of the 40 which is for the higher temperature. 10-40w would probably be easier to find and work better since it doesn't have to operate at the low temperatures.
