Can the temperature be regulated & if so, how?

Yes there are several 12 volt DC thermostats out there on Amazon, I chose this one "bayite DC 12V Fahrenheit Digital Temperature Controller 10A 1 Relay with Sensor" for $14. They range in price from $10-$15. I chose this one because it fit the box I was using better than the others, and it's working great. Keeps my lithium batteries at 50* in the winter.

Do you offer one that heats up to about 60-80C?

Can this be submerged in water? Why you ask, because that’s the way I want to use it, inside and hidden in an aquarium.

I think you would be better served if you placed them under the aquarium against the bottom of the tank. I have no way of knowing if the nichrome wire will degrade over time possibly casuing them to fail, or worse yet degrade (corrode) and putting something in the water which might harm your aquarium critters.
