Q: Does this mount at the top or bottom of the door ?

Literally anywhere you want. I put mine on a screen door about 24" above the threshold. Only because that's where the last one was positioned. Many people put it a couple inches below the top of the door and some will need two closers (say top and bottom) if it is a heavy door. If you suspect it is a heavy door, install one and see how it returns. Some doors will sort of bounce a little while closing and will stabilize and be more fluid in motion with another closer added.
