Is this cage ok for love birds?

If the bar spacing is 3/4” then it is not suitable for a love bird. The widest spacing that is safe for a lovebird is 1/2”.

Can the door panel be placed on the short side?

no I don't think so. the door is attached to the entire front panels which are upper and lower, and it looks to me without measuring that the front panel with the door is smaller than the side panel.

Can you get a replacement cover?

That I would like to know I figured it will last about a year can almost see though it
