Is the razor suppose to rust? I've had mine for a month, and there is already rust.

Any razor made from good high carbon steel can rust. After making sure it is dry rub it with a very light coating of mineral oil. Doing so will prevent rusting.

is this razor sharpened, honed and stropped? I don't have the money to buy stones just yet and will have the strop a few weeks after I buy a straight.

Depends on who sharpens it. Mine did not, but did contact customer service and they said that they would sharpen it again if it was not shave ready. What i did instead was by some norton wet stones and did it myself. I now have a super sharp razor. I will say that very few actually come shave ready. I have only bought one that did.
