Can you use this item on suede?

No definitely not. It wouldn't spread at all

Can you use this for leather bags? Does it rub off on clothes?

I used it on leather furniture to cover a bad scuff, but I would suspect you can use it on any darker-colored brown leather good. There is drying time involved and I had to apply, let dry, repeat a number of times to fully conceal my scuff. Once dried though, it seems pretty colorfast. Mine is in an area where I'm not constantly rubbing it, but when you run your hand over it, nothing comes off on your hand.

can I use this product for fabric shoes? If the answer is no,can someone recommend which similar product is made for fabric shoes, to make them darker

I have used acrylic paint in the little bottles from Michaels to permanently re-color fabric shoes. Buy the brown color you like. (maybe get a couple of colors you like to test on a piece of fabric) mix half and half with rubbing alcohol, blend well and carefully paint the color on the fabric. This also works on light-colored faux suede shoes.

can you use on ostrich skin

It's best to leave ostrich skin on the ostrich.
