Does color vibrancy increase if applied to a mirror?

not really, it would depend on the light hitting it

Think this would work to tint Kia Optima headlights?

I'm really not sure. I'm thinking it could be dangerous because it does change color when the sunlight hits it!

Is this a warm or cool tone?

I’d say it’s more warm tone. Depends on which angle you use, but the colors in the photos here are pretty accurate.
