How do I start it? Brush is dry and I turned other end several clicks.

Massage the nails and cuticles with the soft top-end of the pen. After that, turn the pen until you hear a few clicks. Dab with the brush your nails and cuticles. After that, massage it with the fingertips of the other hand.

Is this the same as it ever was? Tried the new almond manicure butter and hate the residual smell vs. the old hand rescue
