Will this work on monstera albos and aurea?

I would say yes they held the water and didn't leak for me

Will these works for sunflowers?

Sunflowers have slightly larger stems so you may have a harder time pushing them in.

Is the 0.7" external width with the cap on or off?

The .7" would be with the cap on as the opening width is .4"

how much liquid do these hold?

Maybe 1 tbsp if you allow room for a stem. They are okay for a day or so of keeping stems fresh. Otherwise you'll need something that holds more water.
